Cellsite Applications - A Teleco will buy the licenses to transmit signals via air for huge amounts from, the Ministry of Economic Development, see spectrum auctions & here.  Then needs to apply to the local councils to erect transmitters/receivers.  In New Zealand this is governed by the RMA, Resource Management Act see Regulations

Cellsite Locations enter 800 in the Lower and 905 in the Upper fields, use the arrow key to define the district and you can also enter Vodafone New Zealand Ltd or Telecom Mobile Limited in the Licensee Name field.

Emissions see Safety Standards

We are concerned that The NZ Public Exposure Safety Standard for the emissions of 450µW/cm² is so much higher than other countries like Austria.   Industry seem to have a large input into setting the NZ Safety Standard.  New Zealand has 2 service providers/carriers, when 1 would have done.  Co-siting of transmitters should be the preferred option.  1 carrier uses microwave links, further increasing emissions.

Transmitters are erected at night.  Communities seem to have little say in these maters. Many sites are never notified. Transmitters are located close to schools, daycares, hospitals and elderly care facilities. Research showing health effects like leukaemia are being ignored.  The health and wellbeing of a community before and after the erection of a transmitter will never be thoroughly studied.  Communities having to fight these issues through the court system, are facing huge costs against industry million dollar budgets.
